Abstract

The 20th century was stage of an exceptional scenario for social
policies. Workers’ struggle enabled a set of achievements for the proletarian mass unprecedented in the history of capitalism. However, the relations imposed on the State by the capitalist system tried to deconstruct the social policies which derived from class struggle and build a new rentier logic, favoring the big capital and leaving the worker mass unprotected. This process named neoliberalism created new implications for the State and society, transforming welfare systems on residual and focused systems.
