O social control on social security: a paradox between the public and private systems

Abstract

The social security system, which became the dominant model of
social policies in Brazil, has been, since 1990, undergoing a process of counter-reforms that express the fragmentation of the rights previously won by the working class. One of the results of this processes is the broadening of the market for pension funds or private pensions. Present-day context shows us the stimulus, aimed at workers, to adhere to private pension plans in order to maintain their income that has been withdrawn by public pension. Under this context, the paper seeks to analyze the forms of employee participation in security policies via social control, aiming to question what kind of control has been exercised both on public and private pension spaces.
