Abstract

This article approaches the institutionalization, one of the marcantes traces of the social politics destined to infancy and youth in Brazil. The emphasis in the institutions is neglected when Law 8069/90 chooses among its priorities the communitarian and familiar living together raising it to a condition of basic right. Passed more than fifteen years of implementation of the Statute of the Child and the Adolescent, studies disclose that ““old”” institutionalization persists to the side of the current shelters destined to protect children and adolescents. From effected qualitative study in shelter in the city of Florianópolis/SC one elaborates reflections on the process of institutionalization of children and adolescents, under the point of view of the temporary and exception. The paper of the social work in this aspect is discussed. One concluded that exception and temporariness remain as a panoramic view in face of the poverty and the insufficience of social politics that take care of the family in its basic necessities.
