Decentralization of healthcare in Campina Grande, Paraíba State, in the field of Sanitary Inspection

The National Sanitary Inspection System was created to reinforce the decentralization of Brazil’s Single Healthcare System. This paper analyzes the organization of the municipal component of Sanitary Inspection (VISA) in Campina Grande (PB), focusing on the decentralization of healthcare from 1998 to 2005. A qualitative exploratory study was made that focused on the Management of Sanitary Inspection. To conduct the hermeneutic-dialectic proposal, statements from participating subjects were compared with an analysis of associated documents. Limitations were found in the VISA program that conducted inspections but no other functions, including ones to promote good health. The study did recognize efforts made to adapt VISA to the requirements of NOB-SUS/1996. Financial resources for the project were insufficient, although a detailed budget was not made available.
