State, counter-reforms and pandemic: remote conference in Londrina-PR

Abstract

This article, based on a bibliographic review and observation of reality, aims to present the experience carried out at the 14th Municipal Social Assistance Conference in the municipality of Londrina-PR in the context of the Covid-19 pandemic, remotely, with highlighting the possibilities and coping strategies for participation. It also presents the main measures adopted by the federal government, such as the lack of funding that reinforces the precariousness of the policy, which are authoritarian decisions of the federal government disregarding the existence of deliberative bodies, aggravated by the context of strong attack on social policies and social rights in the context pandemic. As a result, the study points out that even in the midst of the pandemic, it is possible to strengthen the perspective of Social Assistance Policy as a right, enabling popular participation and social control.
